Racial theory was constructed by individuals who predate any complex understanding of genetics (before Mendel or Darwin) based on superficial qualities due to the nature of human perception. People are geared to recognize small facial differences to identify specific individuals. Similar behaviors have been documented in other social mammals such as sheep. What is in the end a minor difference, such as a nose being a few millimeters wider or the mouth having a marginally smaller radius than the norm is recognized, where such observations. It was seen to be shaky even in its day, Darwin who was a product of his day (despite some views that were progressive in said time period on the subject) noted that there was no consensus on the matter as people in different nationalities created Racial Models not on any sound evidence but on the Political scenarios in various countries.

Among the most flimsy ideas of "Race" was the conception of "White Supremacism", a model that viewed Europeans as being fit to dominate the world out of a perceived superiority. Telling Europeans that they were inherently better than other people needless to say had popular appeal for the same reasons that various populations will contrive other reasons why "they are the best", be it religious, political, cultural, some inherent quality associated with the land or their economic situation or whatever.

This of course ignores the history of the matter. Below is a general list of instances which dispel such a conception.

-The First Ceramic Vessels were created in China around 20,000 years ago. As a point of trivia, oriental ceramics were deemed to be superior to European made ones until the 19th century (hence why Porcelain is referred to as China)
-Agriculture began in Mesopotamia around 11,000 years ago, Agriculture would emerge independently in China, Western Africa, Central America, South America and Paupa New Guinea.
-The First Cities began to emerge around 6,000 years ago in the Fertile Crescent. Bronze Age Mesopotamian Cities could become as large as several hundred thousand individuals and were dependent on large scale centrally planned complex irrigation systems to fertilize their crops that required frequent organized upkeep to remain functional.
-The First instances of Written Language emerged around 5,500 years ago in the Fertile Crescent with Cuneiform to keep track of inventory and transactions, the Egyptians followed soon after. Several other civilizations in China, India, Africa and Central and South America would independently develop writing systems latter on.
-The first instances of Bronze Casting began around 5,300 years ago in Mesopotamians and China independently.
-The First instances of written Mathematics emerged in 5,000 years ago devised by Egyptians and the Babylonians around the same time
-Around 4,500 years ago complex systems of plumbing were employed by Indus Valley cities such as Mohenjo Daro.
-The first European Cities (In Greece and near Gibraltar) emerged around 4,000 years ago and were influenced by increasing maritime trade in the Mediterranean. Large scale civilization would be limited to Southern Europe for some time, save for a few attempts by the romans to create large scale cities more northerly sections of Europe including England and northern France. These fell apart soon after the Roman Empire collapsed.
-The First instances of Efficient Ironworking were developed in Anatolia by the Hittites around 3,500 years ago. Interestingly enough, the Nok culture in Sub Saharan Africa devised ferrous metallurgy interdependently around 2,500 years ago.
-In 2,400 the Chinese developed the blast furnace, a far superior method of creating iron tools than work with bloomeries allowing for more efficient processing of ore and the development of iron casting.
-Papermaking began in China around 2,200 years ago.
-The First instances of glassblowing was in Palestine 2,100 years ago, the Roman's were quick to adopt it, but the art of glassblowing was lost in western Europe after the fall of Rome, but persisted in the middle east. Glassblowing is critical for the creation of lenses and optics.
-The First Compass was devised in China around 2,000 years ago, a critical tool for long distance maritime navigation allowing eventually for large scale oceangoing trade starting around 1,200 years ago in the Indian ocean.
-Black Powder, the first chemical explosives were developed 1,200 years ago by Chinese alchemists. This lead to the development of the first firearms (known as Fire-Lances) in China around 1,100 years ago.
-The First Large Scale cities emerge in Northern Europe around 1,000 Years Ago. These civilizations are crude feudal affairs.
-The First instance of movable type happened 972 years ago, again in China. China during the Song Dynasty (and before in the Tang Dynasty) had complex urban societies, numerous large scale urban centers with hundreds of thousands of people run by a centralized bureaucratic government.

What history shows is clearly not one civilization leading the advance of civilization, but rather numerous civilizations having numerous high points and low points. Compare the cities of the Fertile Crescent of 2000BCE to the crude tribal villages of Northern Europe of the same time. Or the backwards feudalism of the Dark Ages to China's Song and Tang Dynasties or the great urban center of Baghdad of the Abbasid Caliphate.

The only time when Western European civilization could be thought to be definitively in the lead was around 1600 to 1870, a period of not even three centuries that was the product of a period of philosophical and scientific inquiry, exploration and expansion made possible by refinements in ship building, agriculture (largely made possible due to the introduction of new world crops such as the potato), infrastructure and the advent of the printing press. A period which ended once Japan was coxed out of isolationism, adopted western technology, institution and scientific practices on a large scale. What determines technological progress internally is a matter of general political stability, cultural mindsets, the mindset of the ruling classes, economic prosperity, general levels of education and the needs at the time. External Competition between nations can be helpful or a hindrance, depending on circumstances.

But of course, the most damning fact involving race is the fact that the theory that there is substantial differences between human has been falsified. The Human Genome Project has identified minimal differences between ethnic groups. These are tied to skin pigmentation and a few diseases, as well as show a surprising amount of genetic flow over the human population save for a small number of extremely isolated island dwelling peoples. Similar studies have confirmed this. "Race" is ultimately like Phlogiston, an idea created by people with an understanding of the subject was limited and latter falsified as new information became available. For the same reason why an engineer would not take into consideration quantities of Phlogiston in available supplies of gasoline when designing a car, no should a politician setting policy should take into consideration race.
